Monitoring and management of Villeurbanne’s paid parking
Summary
Villeurbanne is seeking a single provider to organise, manage and monitor the city’s paid parking under a framework agreement. The work includes serving users through digital tools while maintaining personal assistance, providing the tools and processes for day-to-day parking policy, enforcing paid parking, and monitoring parking data. The paid parking area is planned to grow from 8,000 spaces in 2026 to 13,000 by the end of 2031. The bid must include a technical and financial proposal for the mandatory optional service covering the operation of the barriers at the 238-space Verlaine car park and the coach area at Parc de la France libre; the city will decide whether to order it. A site visit to the Verlaine car park is mandatory for the base offer and the optional service, during either 14–18 September or 12–16 October 2026. The framework agreement lasts four years, with total orders ranging from €6 million to €12 million excluding VAT. Technical and environmental quality accounts for 60% of the evaluation and price for 40%. The submission deadline is 16 November 2026 at 12:00. Services are expected to start on 1 May 2027, following a three-month preparation period.
