Framework agreement for engineering consultancy for drinking-water, wastewater and stormwater networks and structures

Pays Voironnais is seeking a framework agreement for engineering consultancy services, including studies and supervision of works on drinking-water, wastewater and stormwater networks and structures. The procurement is divided into two lots: (1) networks and (2) special structures, such as drinking-water reservoirs, treatment and pumping stations, wastewater storage facilities and wastewater treatment plants serving fewer than 10,000 population equivalent. Bidders may apply for both lots; one contractor will be awarded the framework agreement for each lot. The initial term is two years, with one possible 24-month extension, for a maximum total term of four years. For the initial two-year period, the minimum and maximum order values are €400,000 and €2,500,000 excluding VAT for Lot 1, and €20,000 and €500,000 excluding VAT for Lot 2. Three candidates will be shortlisted to submit tenders. Tenders will be evaluated on technical quality (60%), environmental performance (10%) and price (30%). For Lot 1, a social performance condition requires at least 70 working hours for every €100,000 excluding VAT of work ordered; environmental conditions are set out in the tender documents.
