Manufacture, storage and delivery of electoral cards

Summary

The contract covers the manufacture, printing, packaging, storage and delivery of electoral cards for prefectures and overseas representatives throughout France for use in elections. The framework agreement runs for 48 months from 6 February 2027 or, if later, from the date it is awarded, unless its maximum value is reached earlier. The maximum agreement value is EUR 5,200,000, and the estimated overall value is EUR 1,300,000. Production and storage take place at premises chosen by the contractor, with deliveries sent to addresses specified by the recipients across metropolitan France, Corsica and the overseas territories. Tenders will be evaluated on price (40 points), environmental performance (10 points) and technical merit (50 points). Technical merit covers management of the framework agreement, storage of the paper used for electoral-card sheets, and the quality of their manufacture and delivery.
