Consultancy for the comprehensive revision of the local urban plan of Soulac-sur-Mer

Summary

The Municipality of Soulac-sur-Mer seeks technical, environmental and legal consultancy services for the comprehensive revision of its local urban plan (PLU) across the entire municipal area and management of the process through final approval. The work includes preparing the plan and its environmental assessment, supporting the municipality in defining its spatial-development and sustainability objectives, producing the necessary studies and planning documents, and organising consultation with residents, partners and public authorities. The contractor will also assist the municipality during the public inquiry, subsequent adjustments and approval stages. The revised plan must address, among other matters, coastal protection, climate change, flood, coastal erosion and wildfire risks, and the protection of natural, agricultural and cultural heritage. The contract is not divided into lots, and variants are not permitted. Work is expected to start in February 2027 and last for up to three years; the PADD, the sustainable spatial-planning project, must be completed by 15 December 2027. The deadline for tenders is 16 November 2026 at 16:00. Tenders will be evaluated on quality (40%), price (30%), and the quality and expertise of the team (30%).
