Revision of the Huisne Flood Risk Prevention Plan in the Sarthe Department

Summary

The procurement concerns study services for revising the Huisne River flood risk prevention plan (PPRI) in the Sarthe department. The work covers data collection, development of a hydraulic model, mapping of river-flood and surface-runoff hazards, and a proposed boundary for the revised PPRI. The study area includes 81 municipalities and 9 intermunicipal authorities. The work has two phases. First, the contractor will collect and analyse historical flood, topographic, hydrological and other available data. The second phase involves modelling river flooding and surface runoff and preparing maps for five reference scenarios. The contractor must deliver reports, geospatial datasets and a QGIS project with the model files and a dynamic 3D visualisation, present the work and consult local authorities, and propose a PPRI boundary. The surface-runoff reference event must include at least a 100-year rainfall event; river-flood scenarios range from a frequent 10–30-year event to an exceptional 1,000-year event. The tender must include the requested evidence of financial, professional and technical capacity, as well as a methodology describing the team, work organisation, schedule and breakdown of the fixed total price. Evaluation weights are technical quality 50%, price 35% and schedule 15%. Tenders remain valid for 120 days. Data supplied for the tender and by the contracting authority must not be saved, copied or otherwise used outside the procurement purpose; it must be destroyed and erased when the contract award notice is published.
