Supply of laboratory equipment to the Ministry of the Armed Forces’ schools and professional laboratories
Summary
The tender covers the supply of laboratory equipment and supplies to schools and professional laboratories of the French Ministry of the Armed Forces. It is divided into nine lots: physics and chemistry; life and earth sciences (observation, methods and scientific practice); small laboratory equipment, glassware, plastic consumables and teaching chemicals; laboratory furniture; chemical safety cabinets; measuring instruments; computer-assisted exercises and development tools; electrical equipment; and electronics. Bidders may tender for one or more lots. A four-year, multi-supplier framework agreement based on purchase orders will be concluded for each lot, starting on 1 January 2027 or a later date stated in the award notification. Up to three suppliers may be appointed per lot. There is no minimum purchase volume. The maximum total values, excluding VAT, are: Lot 1, EUR 800,000; Lot 2, EUR 350,000; Lot 3, EUR 100,000; Lot 4, EUR 800,000; Lot 5, EUR 250,000; Lot 6, EUR 600,000; Lot 7, EUR 650,000; Lot 8, EUR 800,000; and Lot 9, EUR 700,000. The combined maximum for all lots is EUR 5,050,000. Deliveries are to mainland France, excluding Corsica. Orders will normally go first to the highest-ranked supplier, then to the next suppliers if necessary. During the four-year contract, the supplier must also be prepared to host a work-placement for one or more wounded military personnel, lasting from several days up to three months. Bids must be submitted electronically through the state purchasing platform by 12:00 on 5 November 2026. For each lot, the bid must include the signed commitment form and applicable annexes, a completed estimated-quantity and pricing schedule, a price catalogue for the proposed products in spreadsheet format or equivalent, and bank account details. At least approximately 80% of the lines in the relevant schedule must be completed; the exact minimum number of lines is specified for each lot. Evaluation considers price, catalogue coverage, delivery time, warranty arrangements where applicable, and environmental performance.
