Health-promoting urban planning support services under the Life Adapt'Est programme
Summary
The procurement is for project-management support services for health-promoting urban planning under the European Life Adapt'Est programme. Over two years, the service provider will support ten territories (five per year) with spatial planning and development projects by proposing stakeholder engagement strategies, preparing territorial health and environmental assessments, and helping projects mature so that the issues identified in the assessments are incorporated into the plans. A holistic approach covering architecture, landscape, urban development, health and the environment is expected. Work may take place throughout the Grand Est region on projects led by municipalities and their associations, territorial planning bodies and regional cooperation organisations. A single-supplier framework agreement will run for 36 months, with orders and no minimum spend; its maximum value is EUR 345,000 excluding VAT. The submission deadline is 5 November 2026 at 12:00. The award criteria are methodology quality and relevance (40%), quality and suitability of the personnel assigned (25%), environmental quality of the tender (5%) and price (30%).
