Design services for renovation of the former tea factory and site development

Summary

The tender is for design and project-management services for renovating the former tea factory building and developing its grounds in La Plaine des Palmistes. The site is intended to accommodate the future “La Fabrique Végétale” fruit and vegetable processing facility. The project covers a plot of approximately 11,500 m², a building of about 1,000 m² and a 750 m² covered shelter. The estimated construction budget is €1,700,000 excluding VAT, and the planned construction period is 15 months, including a 3-month preparation period. The selected design team will, among other tasks, assess the building's condition and project feasibility; prepare outline and preliminary designs, the final preliminary design and detailed design; prepare building-permit material and construction tender documents; review execution designs; manage and monitor construction; and assist with handover and the defects-liability period. The bid must also address water and electricity conservation, waste management and reuse, low-impact materials, and delivery of the social-inclusion commitment. The team must include at least an architect, structural engineer, building-services engineer and landscape architect. Applicants must provide evidence of team capability, turnover, insurance and comparable experience; no minimum turnover threshold or minimum number of references is specified. Offers are scored on technical and methodological merit (40 points), price (40 points) and environmental design (20 points). Performance of the contract includes at least 155 hours of social-inclusion activity. Offers must be submitted electronically in French.
