Summary

The procurement is divided into two lots. Lot 1 covers purchases of smartphones, tablets, feature phones and mobile routers, together with related warranty, insurance and management services. Lot 2 covers voice, SMS and data subscriptions, roaming options, rental of indoor coverage solutions, and associated support and management services. This is a single-supplier framework agreement fulfilled through orders. It starts with a one-year term and may be renewed three times for one year each, up to a total of four years. The estimated overall value is €13.5 million excluding VAT. Lot 1 has an estimated value of €6.5 million and a ceiling of €8.5 million; Lot 2 has an estimated value of €7 million and a ceiling of €9 million. No minimum volume is guaranteed, and bids may be submitted for either or both lots. Bids must be submitted electronically in French by 4 November 2026 at 13:00 Paris time. Evaluation weights are technical quality 50%, financial value 35%, environmental and social responsibility 10%, and security 5%. During performance of Lot 2, the contractor must promote digital inclusion, including a mechanism to donate or transfer unused mobile data, and must track and report the actions taken. Environmental performance conditions described in the tender documents apply to both lots. Bidders must provide the required legal-status, financial-capacity and capability information, as well as the completed contract, financial, technical-response and security documents for each lot bid for.
