Mixed framework agreement for maintenance and servicing of individual heating, domestic hot-water, ventilation, heat-pump and plumbing systems

Summary

The tender is for a mixed, single-supplier framework agreement to maintain and repair the heating and building-service installations across Les Foyers Normands’ housing portfolio in the Calvados department. The scope covers individual heating, domestic hot-water systems, ventilation, heat pumps and plumbing fittings. P2 covers routine and preventive maintenance and fault response; P3 covers major maintenance, corrective work and equipment renewal. Some services are paid at an annual fixed price, while additional work is ordered separately. There is no minimum volume, and the maximum value for the entire contract is EUR 1,500,000 excluding VAT. The contract starts on 1 January 2027 for an initial one-year period and may be extended three times for one year each, up to a maximum term of four years. Bidders must demonstrate adequate financial and technical capacity, including annual turnover of at least EUR 560,000 in the relevant field and comparable references from the last three years. Current asbestos-work competency evidence is required, as is a company certificate for handling refrigerants and competency evidence for the relevant staff. The offer must include signed pricing documents and a technical memorandum of no more than 25 pages. Price and technical merit are each scored out of 50 points.
