Supply of Plants and Horticultural Supplies

Summary

The municipality of Garges-lès-Gonesse is procuring plants and horticultural supplies in four lots: specified trees and plants; perennials and other plants, together with mulch and decorative items; horticultural supplies; and Mediterranean plants. Lot 4 also includes planting and follow-up inspection visits when ordered by the municipality. The horticultural supplies include items such as mulch, seeds and lawn mixtures, soil and growing media, fertilisers, plant-protection and trapping products, pots and landscaping accessories. These are single-supplier framework agreements under which orders will be placed. The initial term is one year, with three possible one-year extensions, for a maximum of four years. There is no minimum annual order value. Annual maximums, excluding VAT, are €400,000 for Lot 1, €300,000 each for Lots 2 and 3, and €400,000 for Lot 4. A tenderer may bid for all lots. Bids must include unit prices, a discount for other products ordered from the catalogue, and committed delivery times. For Lot 3, the stated maximum delivery time after receipt of an order is two weeks. Offers are evaluated on price (50 points), technical merit (45 points) and environmental performance (5 points). The deadline is 20 October 2026 at 12:00. Tenders must be submitted electronically, in French and in euros. Contract performance includes environmental and social conditions, including an annual employment-inclusion activity or hosting, at least once a year, an employment-integration intern for a minimum of 70 hours.
