Management of the protection insurance scheme for Senators’ employees
Summary
The procurement covers two insurance contracts for the mandatory collective protection insurance scheme for Senators’ employees. The insurance must cover incapacity for work, disability and death, but not healthcare costs, and apply throughout mainland France and its overseas territories. The single procurement comprises two contracts: one for managerial employees and one for other employees and seconded civil servants. The contract starts on 1 January 2027 and runs for four years; there is no minimum volume, and the maximum value is EUR 3,000,000 including VAT. The contribution rate for managerial employees in salary band A must be at least 1.5%; rates remain unchanged for the first two years. In the event of death or total and irreversible loss of autonomy, the insurance provides either a lump sum of 300% of the calculation base, increased by 30% for each dependent child, or an alternative 200% lump sum together with an education annuity for children. Temporary incapacity benefits are 80% of one three-hundred-and-sixty-fifth of the calculation base, less social security benefits; a 30-day waiting period applies. The disability annuity is 50% of the calculation base for category 1 disability and 80% for category 2 or 3, less social security benefits. Price accounts for 65% of the final score and technical quality for 35%. The assessment considers contribution rates and the terms for changing them, claims administration, and services offered to AGAS and insured employees.
