Framework agreements for surveillance and guarding services at four groups of sites

Summary

The procurement covers framework agreements divided into four lots for surveillance and guarding services at the sites of the Aisne, Oise and Amiens chambers of commerce and industry, and at the Quai de l’Innovation in Amiens. Each lot will have a single contractor. The initial contract term is 12 months from 1 January 2027, with up to three automatic 12-month extensions, for a maximum total term of 48 months. There is no annual minimum value. The annual maximum values are EUR 40,000, EUR 20,000, EUR 35,000 and EUR 12,000 excluding VAT for lots 1 to 4 respectively; the maximum values for the full contract term are EUR 160,000, EUR 80,000, EUR 140,000 and EUR 48,000 respectively. A bidder may submit offers for all four lots but may be awarded no more than two. A mandatory visit to the sites for each lot must take place before submitting an offer. Include the visit certificate with the offer unless the bidder can otherwise demonstrate thorough knowledge of the sites and their constraints. The company must hold authorisation from the French National Council for Private Security Activities (CNAPS) for human surveillance or guarding, and its director must have valid CNAPS approval on 1 January 2027. The bidder must provide the names and professional qualifications of the people responsible for performing the contract. Offers must be submitted electronically in French by 4 November 2026 at 12:00 and remain valid for 180 days. Variants are not permitted.
