Supply and delivery of wood pellets for the La Collinière care home boiler

Summary

The contract covers the supply and delivery of wood pellets for the boiler serving the 320-bed La Collinière care home in Saint-Amand-les-Eaux. It is a framework agreement fulfilled through purchase orders, with no minimum volume and a maximum of €100,000 excluding VAT for each performance period. The initial term is one year from 15 February 2027, or from a later notification date. It may be renewed three times for one year each, up to a maximum total term of four years. The procurement is not divided into lots, and variant tenders are not permitted. Tenders must be submitted electronically by 4 November 2026 at 16:00. They must be in French and in euros and include the signed commitment form, a unit-price schedule stating the base price per tonne, a technical proposal and product technical sheets. The explanatory statement must describe environmental performance, pellet origin and supply route, delivery times and stock management. Evaluation awards 30 points for technical merit (supply capacity and stock management 10, delivery time 10, delivery equipment and protocol 10), 60 points for price and 10 points for environmental performance (pellet origin and traceability 5, environmental impact of delivery 5). Tenders remain valid for six months. Contract performance is subject to environmental, confidentiality and security requirements. Candidates must provide information on total turnover and turnover related to the contract for the last three available financial years; average annual staffing and management staff for the last three years; the tools and technical equipment available for performance; and the main comparable supplies or services carried out in the last three years, stating their value, date and recipient. NF-marking certificates or equivalent evidence are required. Candidates must also declare that no exclusion grounds apply and submit the required application forms.
