Supply and installation of nucleic acid extraction instruments and related services
Summary
The procurement covers the supply, installation and commissioning of a nucleic-acid (DNA/RNA) extraction instrument for blood-service HLA laboratories, together with initial training, equipment qualification, full-service maintenance and the extraction kits, reagents and other consumables needed to operate it. The contract is a single-supplier framework agreement operated through orders. It runs for 24 months and may be renewed twice for 12 months, for a maximum total term of 48 months. The framework has a minimum value of €300,000 and a maximum value of €990,000, excluding VAT. Applicants must provide turnover information for the three most recent available financial years, references for their main deliveries over the past three years, and staffing and management headcount information. Evidence of professional or quality capacity, proof of exclusivity for equipment-related consumables, reagents and maintenance, and a declaration concerning Russian sanctions are also required. No minimum turnover, minimum number of references or minimum reference value is specified. The instrument must use magnetic-bead extraction technology, hold CE-IVD certification or provide evidence that certification is in progress, and process whole blood, plasma, buffy coat, saliva, buccal swabs and cell-free DNA. DNA quality must achieve an A260/A280 ratio of 1.8–2.0 with no residual PCR inhibitors. Compliance is tested using whole-blood and saliva samples; failure leads to rejection of the bid. The instrument must process at least 24 samples simultaneously and load up to 96 samples. A full-service warranty of at least 12 months and on-site initial training lasting at least 3 hours for no more than 6 participants are required. Consumables and reagents must remain available for at least 10 years, and delivered kits must have at least 6 months’ remaining shelf life. The bid must include technical documentation and responses to the required technical and information-security questions, a price schedule in Excel and PDF, and an extractor with consumables for testing. Variants are not permitted. Bids must be submitted electronically by 5 November 2026 at 12:00 Paris time; an electronic signature is not required at submission. The successful tenderer must provide current tax and social-security compliance evidence and the required information about foreign employees who need work authorisations.
