Insurance services for the City of Rethel

Summary

The City of Rethel is procuring insurance services divided into five lots for four years, from 1 January 2027 to 31 December 2030. The lots cover: (1) property insurance for 32,454 m² of insured space; (2) liability insurance, based on an approximate payroll of EUR 1,912,000, 69 employees and 29 elected representatives; (3) insurance for approximately 35 vehicles and machines, plus use of employees’ personal cars for 5,000 km; (4) legal expenses insurance for the municipality, its employees and elected representatives; and (5) insurance for statutory employee benefits. Bidders may tender for one or more lots, but must submit a separate bid for each lot. The base solution is mandatory for every lot. Lot 3 also requires a technical and financial proposal for the optional machinery-breakdown service, while Lot 5 requires both the base solution and the mandatory alternative covering indemnity levels and deductibles. Bids must be submitted electronically in French by 4 November 2026 at 12:00 and must comply with the tender documents. Offers are evaluated on technical merit, price and corporate social responsibility; Lot 5 also includes technical assistance. The weightings for Lots 1–4 are 50, 45 and 5 respectively; for Lot 5 they are 30, 40, 25 and 5. Bidders must demonstrate their economic, technical and professional capacity and provide documents appropriate to their status as an insurer or intermediary.
