Acquisition and management of software licences and subscriptions for ENAC’s information system

Summary

ENAC is procuring software licences and subscriptions for its information system, together with services for their renewal, maintenance and management. The scope includes perpetual and subscription licences, software maintenance and support, cloud and SaaS services, renewal tracking, licence optimisation and related advice. Indicative needs include solutions from Microsoft, Adobe, Red Hat, VMware, Talend, Citrix and Check Point. The framework agreement will have up to three suppliers, run for one year and may be renewed three times for 12 months, for a maximum total term of 48 months. Its maximum value is EUR 2,000,000 excluding VAT. Bids must be submitted electronically in French. Tenderers must provide the application and pricing documents and complete the mandatory technical response framework; the accompanying technical memorandum may not exceed 80 pages. The initial award criteria are technical merit (50%), price (40%), and the company’s environmental and digital responsibility (10%). For subsequent mini-competitions under the framework agreement, price is the only award criterion.
