Environmental impact assessment update and permitting documents for widening the Villers-Cotterêts bypass

Summary

The contract concerns widening approximately 3 km of the final section of the N2 Villers-Cotterêts bypass from two lanes to four. The study area runs from the D81 interchange to the planned Retz Ouest wildlife crossing and includes the D231 intersection. The services comprise updating the impact assessment, preparing a socio-economic assessment and a preliminary agricultural-economy study, compiling the environmental permit application and the file for the public inquiry preceding the project declaration, and providing assistance during the permitting procedures. The work includes assessment of air quality, noise and biodiversity, including consideration of a protected-species derogation and necessary compensatory measures. An optional tranche covers the further definition of compensatory-measure sites and actions. The bidder must submit a technical proposal describing a suitably qualified multidisciplinary team, comparable previous work and supporting evidence, together with a work schedule, methodology and quality-control arrangements, and pricing documents. Evaluation assigns 60 points to technical quality, 30 to price and 10 to the description of four specific, measurable and monitored environmental actions. The fixed tranche also requires at least 70 hours of professional-integration work. Offers must be submitted electronically in French by 6 November 2026 at 11:00 local time and remain valid for 180 days. Variant offers are not permitted.
