3D Hydraulic Modelling of the Pannecière Dam Outlet Structures
Summary
EPTB Seine Grands Lacs is seeking services to assess the hydraulic reliability and capacity of the Pannecière dam’s outlet structures using 3D hydraulic modelling. Following the 2022 safety study, the work will examine the hydraulic performance of the flood spillway and the risks of pressurisation in the bottom-outlet gallery and flooding of the valve chamber. The fixed-price assignment has three phases: review existing data and identify additional data needs; build a 3D hydraulic model of the bottom-outlet gallery and run three simulations; and build a 3D model of the flood spillway, review its discharge curve, and run two design-flood simulations and six malfunction-scenario simulations. Deliverables include model and result files, tables and summary reports. The authority may order supplementary work such as topographic or water-level surveys, additional simulations, proposed improvements to the structures and comparative assessment of improvement options. There is no minimum order value for supplementary tasks; their total contract ceiling is EUR 100,000 excluding VAT. The contract runs for 15 months, and the main assignment must be completed within 7 months. The offer must include the technical methodology, schedule, team information and CVs, relevant experience, pricing documents and an approach to reducing environmental impact. Evaluation weights are technical quality 45 points, price 35, delivery times and schedule optimisation 10, and environmental performance 10. Offers must be submitted in French by 13 November 2026 at 12:00; variants are not permitted. Bidders must demonstrate financial, technical and professional capacity, but no minimum turnover or reference value is specified.
