Coastal Renaturation and Landscape Redevelopment of Biscarrosse Seafront and Boulevard des Sables

Summary

The Municipality of Biscarrosse is procuring design and project-management services to restore and reshape the town’s seafront and Boulevard des Sables. The aim is to make the dune and coastal area more resilient in landscape and ecological terms while addressing shoreline erosion, climate change and changing patterns of use. The work covers planning for the entire area, including dune reshaping, a strategy for relocating public services and activities, lightweight and removable structures, traffic and parking solutions for the boulevard, and phased delivery of the proposed works. The firm initial phase covers diagnosis, concept design and preliminary and detailed design for the whole area over 10 months. The estimated construction budget is EUR 5,400,000 excluding VAT, and the anticipated overall duration of the design services is 72 months. Three possible optional phases cover detailed design and preparation of construction tenders, construction supervision and acceptance procedures, and scheduling and coordination of site meetings. Tenders must be submitted electronically by 14 October 2026 at 12:00. Price accounts for 30% of the evaluation and technical quality for 70%. Bidders must provide the required financial, professional and experience information, together with technical and environmental tender documents. The lead team member must demonstrate expertise in landscape design and landscape planning and significant experience in the redevelopment of natural, coastal or environmentally sensitive sites.
