Preparation and home delivery of chilled meals for older people and people with disabilities

Summary

The contract is a single-supplier framework agreement for preparing, packaging, delivering to homes and unloading chilled meals for older people or people with disabilities in the Gally-Mauldre community area. There is no minimum contract amount; the annual maximum is EUR 150,000 excluding VAT. The contract starts on 1 January 2027 for an initial year and may be tacitly renewed three times for one year each, with a maximum term of four years, ending no later than 31 December 2030. Orders will be placed through purchase orders. Offers must be submitted electronically by 12:00 on 28 October 2026 and remain valid for 120 days. A base solution compliant with the tender documents is mandatory; variants are permitted only if they do not depart from the minimum requirements. Each tenderer must attend the tasting on 21 October 2026 and provide four complete meals and four evening snacks. Each meal sample must include a starter, a protein-based main course, a side dish, cheese or a dairy product, and dessert; each snack must include soup, cheese or a dairy product, and dessert. Tenderers must demonstrate relevant previous supply or service experience and provide information on turnover, sanitary veterinary approval or an exemption, equipment, staffing and management, and the qualifications of relevant personnel. An ISO 9002 quality certificate or an accepted equivalent is required. Evaluation weights are 35% for the technical quality of the offer, 20% for tasting, 15% for environmental performance and 30% for price.
