Supply, maintenance and operation of heating and ventilation installations in community buildings

Summary

The tender covers the energy supply, maintenance and operation of heating and ventilation installations in parts of the community buildings of Sézanne-Sud Ouest Marnais under a P1, P2 and P3 type contract. The services include supplying energy for heating and domestic hot water, maintaining equipment in good working order, meeting applicable safety requirements, achieving energy savings and meeting the consumption targets set in the contract. The contract runs for four years, from 1 January 2027 to 31 December 2030, and is not divided into lots. Tenderers must attend a mandatory site visit on either 16 or 21 October 2026 at 9:00 in Anglure and include the visit certificate with their offer. Applications must include turnover information for up to the last three available financial years and a list of works performed during the last five years, with evidence of satisfactory completion for the most important works. Offers must include the signed commitment form, a completed unit-price schedule in Excel format, a technical memorandum of no more than 10 pages and, where applicable, subcontracting declarations. Offers must be submitted electronically in French by 30 October 2026 at 12:00 and remain valid for 120 days. Offers are evaluated on price (50%), technical merit (40%) and environmental value (10%). Technical merit includes the proposed team, on-call arrangements, planned routine maintenance hours per site, and qualifications and certifications. Environmental value includes the use of energy-saving certificates, monitoring of consumption and reduction targets, low-emission service vehicles, and a waste-management plan. Variants are not permitted.
