Transport and treatment of waste from the Pays Grassois waste collection centres and SMED transfer sites (12 lots)

Summary

The procurement covers 12 lots for renting containers, collecting and treating different types of waste from the waste collection centres in the Pays Grassois area and transfer sites across the SMED territory. The lots include, among other categories, non-recoverable waste, scrap metal and batteries, green waste, cardboard, clean and contaminated construction waste, flat glass, wood, hazardous household waste and pressurised containers, contaminated cans, used cooking oil, and mixed and separately collected waste from the Valderoure transfer site. Depending on the lot, the annual maximum is between 10 and 10,000 tonnes or 220 and 250 collection trips. A framework agreement with a single contractor will be concluded for each lot. The contract starts on 1 January 2027 for one year and may be automatically renewed three times for one year each, for a maximum total duration of four years. Bids must be submitted electronically by 12:00 on 2 November 2026. For each lot, bidders must submit the completed and dated contract commitment form, price and quantity schedules, and a technical proposal; depending on the lot, they must also provide a list of proposed treatment sites and the relevant authorisations. Bids are assessed on price and technical, environmental and social quality, with weightings varying by lot. Candidates must have sufficient economic, financial, technical and professional capacity; the precise requirements must be checked in the tender documents.
