Supply of personal protective equipment, workwear, footwear and accessories

Summary

The municipality of Saint-Germain-en-Laye is procuring three categories of supplies in separate lots: personal protective equipment, workwear and high-visibility clothing, and footwear and footwear accessories. This is a single-supplier framework agreement under which goods will be ordered as needed. The initial term is 12 months from 1 January 2027, with three possible one-year renewals, for a maximum total term of four years. Annual order ceilings, excluding VAT, are EUR 125,000 for Lot 1, EUR 100,000 for Lot 2 and EUR 55,000 for Lot 3; there is no minimum order commitment. Bids may cover one or all lots, but a separate set of bid documents is required for each lot. Samples are mandatory for products highlighted in green in the relevant price schedule: one sample for each marked line. Samples must match the products offered and reach the contracting authority by the bid deadline. Each bid must include completed unit-price schedules and estimated-quantity schedules, a technical and environmental memorandum, the current public catalogue with the supplier’s price list, and product technical sheets. For Lot 2, bidders may optionally submit an additional offer for clothing for extreme climatic conditions. All lots are evaluated on price (45%), technical merit (45%), and environmental and social approach (10%). The technical assessment considers the range and quality of products, delivery times, the order production and delivery process, contract support and after-sales service, and warranty period. The submission deadline is 14 October 2026 at 14:00. Bids must be submitted electronically in French and remain valid for 120 days.
