Supply of IP trunking and telephone services, including call routing

Summary

The procurement is a two-lot framework agreement for public authorities and other public-sector organisations. It covers the supply of IP trunk connections, T2 primary access and T0 basic access in mainland France, the routing of associated telephone calls, and related ancillary services. The framework runs for 72 months and is performed through orders. Its maximum value is €94 million excluding VAT for Lot 1 and €80 million excluding VAT for Lot 2. Bidders may tender for both lots, but the lots will normally not be awarded to the same bidder; a bidder tendering for both must state its order of preference. Optional additional services include urgent T2 access and urgent T0 basic access. Offers must be submitted electronically by 12 November 2026 at 12:00. The award is based on technical quality (40%), price (40%), the environmental plan (10%) and the social action plan (10%). To participate, the average annual turnover for 2023–2025 must be at least €23.5 million for Lot 1 or €20 million for Lot 2, excluding VAT.
