Rockfall protection structures: geotechnical studies, works supervision, inspections and on-call response

Summary

The procurement is for a call-off framework covering geotechnical studies and assessments, review of geotechnical designs, external checks of geotechnical execution and works supervision, and design-team and project-management services during construction of rockfall protection structures. It also covers initial, annual and periodic detailed inspections of existing protection structures and on-call emergency interventions. The contract is divided into three regional lots: Lot 1 covers Alpes-de-Haute-Provence and Bouches-du-Rhône, Lot 2 covers Hautes-Alpes, and Lot 3 covers Gard, Hérault and Lozère. Bids may be submitted for one or more lots. Each lot will be awarded to a single contractor, with no minimum volume; the initial term is 12 months, with three possible 12-month renewals, for a maximum total term of 48 months. The maximum value for each 12-month period is €625,000 excluding VAT (€750,000 including VAT), €750,000 (€900,000) and €500,000 (€600,000), respectively, for Lots 1, 2 and 3. The maximum values over the full 48 months are €2,500,000 (€3,000,000 including VAT), €3,000,000 (€3,600,000) and €2,000,000 (€2,400,000), respectively. Price accounts for 50% of the evaluation, technical quality for 40% and environmental performance for 10%. Bidders must provide financial and technical evidence and describe their team, working methods, safety arrangements, emergency response and environmental measures. Each lot includes a mandatory social-inclusion action. Bids must be submitted electronically in French; variants are not permitted.
