Supply and maintenance of new sound level meters

Summary

The contract covers the supply of new acoustic measuring equipment (sound level meters) and preventive and corrective maintenance, including metrological checks and calibration. The devices must be single-channel, Class 1 analysers capable of analysing Leq values by octave band and overall levels with A, C and Z frequency weightings; time weightings must include Slow (1 s), Fast (125 ms) and Impulse (35 ms). A complete kit includes, among other items, a microphone, preamplifier, calibrator, SD card, battery, battery charger, carrying case, microphone extension cable, windscreen and software for processing and analysing recorded measurements. The contract also covers individual devices and accessories, preventive maintenance, and post-repair verification by an accredited laboratory. The contract has a fixed term of 48 months from award, with no renewal, and orders will be placed at unit prices under a framework agreement. The minimum contract amount is EUR 20,000 and the maximum is EUR 300,000, excluding VAT. Bids must be submitted electronically by 3 November 2026 at 12:00 and remain valid for seven months. Bidders must provide COFRAC accreditation for the proposed control laboratory, a technical memorandum and a completed unit-price schedule. The meter, including its battery, must weigh no more than 1,000 g. Evaluation takes account of device weight (30%), the experience of the maintenance and calibration team (20%), and the relevance of environmental measures (10%). Contract performance also requires compliance with non-discrimination rules and a commitment to equal opportunities and diversity.
