Supply of Diving Equipment for the National Gendarmerie’s Underwater Investigators and Intervention Divers

Summary

France’s National Gendarmerie is procuring diving equipment for underwater investigators and intervention divers. The procurement is divided into 15 separate lots: buoyancy compensators; wetsuits and hoods; gloves; diving boots; fins and snorkels; diving masks; full-face masks; compasses and watches; lifting bags; weights and weight belts; bags; diving cylinders, regulators and accessories; knives and cutting tools; lighting; and metal detectors. Bidders may tender for one or more lots. Detailed technical specifications are set out in the tender’s technical specification. A separate framework agreement based on purchase orders will be awarded for each lot. There is no guaranteed minimum, and each lot has an annual maximum value. The annual maximums are: lot 1, €10,000; 2, €60,000; 3, €25,000; 4, €6,000; 5, €15,000; 6, €12,000; 7, €12,000; 8, €12,000; 9, €12,000; 10, €6,000; 11, €18,000; 12, €24,000; 13, €18,000; 14, €12,000; and 15, €12,000, all excluding VAT. The initial term is one year, with three possible one-year renewals, for a maximum of four years. Up to five suppliers may be appointed for multi-supplier lots; the maximum is one supplier for lots 2 and 7 and two suppliers for lots 12, 14 and 15. Deliveries are to the National Gendarmerie Nautical Training Centre in Antibes. Bids must be submitted electronically in French by 29 October 2026 at 14:00. Each bid must include completed pricing schedules, a technical response and the required samples; a missing sample or technical-response form results in rejection. Bids remain valid for 180 days. Evaluation gives 70 points to technical quality and 30 to price. Bidders must address the technical specifications, sample testing, a minimum two-year commercial warranty and the delivery and after-sales requirements applicable to each lot.
