Flood Risk Prevention Plan for the Cagne Basin and Coastal Valleys

Summary

The procurement is for preparing a flood risk prevention plan for the Cagne basin and coastal valleys across five municipalities in Alpes-Maritimes: Cagnes-sur-Mer, La Colle-sur-Loup, Saint-Laurent-du-Var, Saint-Paul-de-Vence and Vence. The work includes analysing flood hazards and hydrology, identifying topographic survey needs, defining and mapping hazards, identifying exposed assets and interests, preparing regulatory zoning and an explanatory report, and involving public authorities and consulting residents through approval of the plan. The pricing schedule also includes an additional meeting, modelling an extra scenario and technical assistance in the event of disputes. The project anticipates 6 meetings with public authorities and 5 public meetings. This is a single-lot, open-procedure services contract. The estimated value is EUR 110,000–150,000 excluding VAT. Offers must be submitted electronically in French by 9 November 2026 at 12:00. The maximum periods for the main stages are 18 months for the flood-hazard study and 20 months for identifying and mapping exposed assets, both from contract notification, and 6 months for regulatory zoning and the report, starting from the order to commence that stage after approval of the first two stages. Bidders need an appropriately skilled team and sufficient capacity. Offers must include mandatory technical and environmental memoranda and a financial offer. Offers are evaluated on technical quality (60%), price (30%) and environmental performance (10%).
