Maintenance and inspection of GHPSO fire safety systems

Summary

The procurement covers maintenance and inspection of the fire safety systems of the GHPSO public hospital group in southern Oise, divided into four lots: fire safety systems at the Creil and Senlis sites, natural non-automatic smoke-control systems at both sites, and statutory inspection of the dry risers at both sites. The contract combines fixed-fee work with additional work ordered on quotation; the maximum for the latter is €200,000 per year for each lot. A bidder may submit for one or more lots but must include a base bid. Variants are permitted if priced separately, compliant with at least the technical requirements, and better than the base bid in cost and quality. The contract is planned to start on 1 January 2027 for an initial 12 months, with the possibility of three one-year extensions. Bids must be submitted electronically by 26 October 2026 at 12:00 and digitally signed. Bids remain valid for 150 days. A site visit is mandatory before submission: Senlis on 19 October 2026 at 10:00 and Creil on 21 October 2026 at 15:00; the visit certificate must be included with the bid. The bid must include a signed and dated commitment form and pricing documents, the bidder’s catalogue, unamended acceptance of the administrative and technical terms, proof of insurance, and a technical memorandum. The memorandum must describe the company, the staff and equipment assigned, equipment data sheets, the process from quotation request through delivery and works, delivery and repair conditions and lead times, and the environmental approach. The bidder must also describe the maintenance and inspection arrangements for each lot. Bids are evaluated on technical quality (60%) and price (40%); the technical assessment differs between Lots 1–2 and Lots 3–4. Applicants must also provide administrative documents, including a declaration that no participation ban applies and proof of liability insurance.
