SICOMAR Vehicle Fleet Maintenance and Repair

Summary

SICOMAR is procuring maintenance, repair and breakdown services for its vehicle fleet under a framework agreement divided into three lots: (1) maintenance and repair of chassis, engines, refuse collection vehicles, hook-lift and crane-equipped trucks, and light vehicles, excluding the collection-body equipment; (2) maintenance, breakdown assistance and repair of refuse collection vehicle bodies, including compactors and container lifters; and (3) monitoring tyre condition, supplying and fitting tyres, breakdown assistance and repairs. One provider will be selected for each lot, and one bidder may be awarded several lots. The contract runs for 3 years, with one possible 1-year extension; it ends no later than 31 December 2030 or earlier if the maximum is reached. Annual ceilings excluding VAT are €300,000, €100,000 and €80,000 for lots 1, 2 and 3 respectively; the four-year ceilings are €1,200,000, €400,000 and €320,000. Bidders must attend a mandatory fleet visit on either 6 October 2026 at 09:00 or 21 October 2026 at 10:00. The offer must include the application letter and bidder declaration, the signed contract commitment with unit prices and estimated quantities, and a technical memorandum. The memorandum must describe, among other things, service organisation, technical and human resources, preventive checks, routine repairs achievable within 24 hours, breakdown assistance, and environmental, safety and social-inclusion measures. For lot 3, bidders must identify the make, type and tread pattern of the proposed tyre for each required size. Variants concerning new or used repair parts are permitted, but a compliant base offer must also be submitted. Bidders must demonstrate economic and financial capacity and technical and professional ability, although the notice sets no specific turnover, reference or qualification thresholds. Offers must be submitted electronically in French by 2 November 2026 at 12:00 and remain valid for 180 days. Evaluation weights are service cost 50%, technical merit 40%, environmental performance 5% and performance in supporting the employment integration of disadvantaged people 5%.
