Insurance services for GCS HACOM member institutions

Summary

GCS HACOM is procuring insurance services for its member institutions in six separate lots: property and related risks; civil liability and related risks for acute-care and psychiatric institutions; civil liability and related risks for other member institutions; motor fleet insurance; insurance for statutory benefits; and legal expenses insurance. Each member institution will take out the insurance policies it needs individually. Contracts generally start on 1 January 2027 and run for up to five years, until 31 December 2031; cover for some institutions starts on 1 January 2028. Bids must be submitted electronically in French and in euros by 12:00 noon on 6 November 2026. A base offer is mandatory and unrestricted variants are not permitted. Evaluation weights are price 35%, technical value 25%, associated services 30%, and environmental and social performance 10%. Eligible participants include insurers holding the required authorisation and intermediaries meeting the stated requirements. Bidders must provide turnover information for up to the three most recent financial years and references for similar assignments from the last three years, but no minimum turnover or number of references is specified.
