Patient transport within and between hospitals and transport of bodies

Summary

Toulouse University Hospital, coordinating a hospital purchasing group in Haute-Garonne and western Tarn, is seeking providers for patient transport within and between hospitals and transport of bodies. The procurement is divided into 14 lots covering stretcher and seated patient transport, including ambulance, VSL and taxi journeys; bariatric, reduced-mobility and paediatric transport; scheduled recurring journeys; transport under police escort; and transport of bodies before burial. The lots serve Toulouse University Hospital and participating hospitals in the region. Maximum contract values range from €100,000 to €15,000,000 excluding VAT, depending on the lot. Lots 1–11 are multi-supplier framework agreements, with up to five business groupings per lot; lots 12–14 are single-supplier agreements. Each is an order-based framework agreement with no minimum commitment. Lots 1–13 generally run for 48 months from 11 January 2027; lot 4 starts on 19 September 2027 and ends on 10 January 2031. Lot 14 starts on 11 January 2027 for 12 months and may be renewed up to three times for 12 months each. The deadline is 9 October 2026 at 12:00. Bids must be submitted electronically in French. Bidders may apply for one, several or all lots. For each lot bid for, they must complete every price-schedule line and provide a technical memorandum, details of personnel and qualifications, evidence of traceability and geolocation arrangements, details of approved vehicles and a list of assigned communication equipment. Ambulance and VSL providers need the relevant Regional Health Agency approvals; taxi providers need prefectural and health-insurance approvals. The European Single Procurement Document (ESPD/DUME) is the required candidature form, with forms DC1/DC2 accepted as an alternative. Price is weighted at 60 points and technical quality at 40; technical scoring covers staffing, dispatch and service methods, equipment, sustainability and contract monitoring. Variants are not permitted. Offers remain valid for 180 days.
