Acquisition and maintenance of printing systems, consumables and related services
Summary
The Grand Reims purchasing centre is establishing a 48-month framework agreement, starting no earlier than 1 February 2027, for the purchase and maintenance of printing systems, the supply of consumables and related services. It will serve the Grand Reims urban community, the City of Reims and other purchasing-centre members. Bids may be submitted for one or more of lots 1, 2, 3, 4 and 7: printing equipment; maintenance of Canon, Kyocera or Lexmark equipment; and plotters and plan scanners. Lots 5, 6 and 8 are not included in this competition. Each awarded lot will have one supplier and will be delivered through purchase orders and subsequent contracts. The agreement has no minimum value; its maximum values over the full term are €600,000 excluding VAT for lot 1, €150,000 for lot 2, €600,000 for lot 3, €150,000 for lot 4 and €250,000 for lot 7. It may be terminated annually on two months’ notice. Offers must be submitted electronically in French by 3 November 2026 at 17:00 and remain valid for five months. Each offer must include the lot-specific commitment form, completed price schedule and offer memorandum, together with the applicable manufacturer authorisations and product documentation. For lots 1 and 7, this includes product data sheets and EPEAT or BLUE ANGEL certifications or equivalent evidence; lot 7 also requires a list and description of the proposed refurbished equipment. Price, technical quality and sustainable-development commitments are assessed. For lots 1 and 7, the weightings are 50%, 40% and 10%; for lots 2–4, they are 60%, 30% and 10%. Technical assessment covers, as relevant to the lot, equipment quality, service organisation and continuity, maintenance, consumables management and delivery, meter readings, intervention monitoring, refurbished equipment, installation and customer support. Contract performance includes a mandatory social-inclusion clause and environmental commitments. For 2027, the stated minimum targets are 25% reused or reused-again equipment and 25% recycled materials for copiers, scanners and printers; for toner and ink cartridges, the target is 25% in each category. Suppliers are expected to make efforts to provide reused or refurbished products and products incorporating recycled materials, and preferably to use lower-emission vehicles for on-site work. Bidders must provide turnover information for the three most recent available financial years and evidence of their principal supplies or services delivered during the past three years.
