Public service concession for the operation, maintenance, commercialisation and extension of the LIANE electronic communications network and the provision of digital services

Summary

This open public service concession concerns the takeover, operation, maintenance, commercialisation and extension of the LIANE electronic communications network in Martinique, together with operation of the MARTINIX internet exchange and related digital services. The fixed scope includes network takeover, rehabilitation and modernisation investments, technical and commercial operation, closed user groups and fibre-optic extensions. Optional scopes cover a LoRaWAN IoT network, a multi-service network, video protection services and a territorial GeoTLD. The concession is planned for seven years from takeover of the LIANE network, and candidates must submit two offers covering terms of seven and ten years. Electronic submission is required by 28 September 2026 at 12:00. Offers are evaluated on financial value (35%), technical value (25%), legal value (10%), attractiveness of the service catalogue and commercialisation (25%), and responsible and territorial digital quality (5%).
