Supply of cleaning products, household articles and hygiene products

Summary

The tender covers the supply of cleaning products, household articles, hygiene products, paper products, cleaning equipment and disposable consumables for the City of Morlaix in five lots. It is a single-supplier framework agreement performed through purchase orders, with no minimum commitment. The annual maximum order values excluding VAT are: lot 1 – EUR 15,000, lot 2 – EUR 17,000, lot 3 – EUR 17,000, lot 4 – EUR 15,000 and lot 5 – EUR 15,000. The initial framework agreement term is 12 months, expected to run from 4 January to 31 December 2027, with three possible 12-month renewals until 31 December 2030. Bids must be submitted electronically by 23 October 2026 at 12:00. Bids must remain valid for 120 calendar days. The bidder must demonstrate financial, technical and professional capacity through turnover information, the number of employees and managers during the last three years, a list of previous deliveries and a description of available equipment. The bid must include a signed contract form for each proposed lot, the unit-price schedule in PDF and unchanged electronic format, bank details, the technical memorandum and technical and safety data sheets for all products. Price carries 50 points and technical value carries 50 points. The technical submission is assessed on, among other things, product conformity, ordinary and urgent delivery arrangements, customer communication, training, advice and environmental solutions. No line may be left blank in the unit-price schedule for lot 1; for lots 2–5, leaving more than 10% of the lines blank may lead to rejection. Subcontracting during performance is not permitted and variants are not accepted.
