Summary
The tender concerns a single-award framework agreement for design and works supervision services supporting the restoration of ecological continuity in watercourses in the Artois-Picardie basin. It is divided into two geographical lots: coastal rivers in the Canche, Authie, Maye and Somme basins, and the Selle-Escaut, Helpe Majeure and Helpe Mineure rivers. A company may apply for only one lot. The services cover studies, design and monitoring of works to bring identified hydraulic structures into regulatory compliance, including hydraulic modelling, geotechnical and topographical studies, environmental studies and construction follow-up. The initial term is one year, with three automatic one-year renewals. The maximum cumulative order value is EUR 700,000 including VAT for Lot 1 and EUR 500,000 including VAT for Lot 2. They must submit evidence of relevant work completed during the last five years, staff and management numbers for the last three years, qualifications, equipment, turnover, banking or professional indemnity evidence, and any required certificates. The offer must include a methodology, work programme, relevant references, team structure and experience, technical resources, environmental and social measures, financial schedules and the required contract documents. Offers must be submitted electronically by 2 November 2026 at 12:00. Variants are not allowed and the documents must be in French or accompanied by a French translation. The award criteria are technical quality 55%, environmental and social clauses 10%, and price 35%.
