New construction of the Pirkanmaa regional crematorium

Summary

The procurement covers a complete general construction contract for a new regional crematorium at Vatiala Cemetery, Kappelinkierto 3, 36220 Kangasala, next to the existing crematorium. The contractor must deliver the project fully completed, including building works, heating, plumbing, ventilation, electrical and automation works, site management, site services, safety coordination, cleanliness and moisture control, inspections, commissioning, handover documentation and user training. The building will contain production-type crematorium facilities, including a body-cooling room, crematorium space, technical and auxiliary rooms, cold outdoor storage and related yard works. The contractor must coordinate the client’s separate procurements, including crematorium furnace and filter equipment, access-control and locking systems, surveillance and intrusion-alarm equipment, an ash mill and ash-handling cabinet, a urn handover machine and the relocation of existing body-cooling rooms. The contract is conditional on the required planning, construction, environmental and crematorium-operation permits. The contract is a fixed-price general contract. The bidder must submit a VAT-exclusive total price and the requested hourly rates; the lowest comparison price is decisive. The contract period is ten months, work may begin no earlier than 20 January 2027, and the client may postpone the start by up to three months because of permit matters without changing the ten-month contract period. Key participation requirements include an average turnover of at least EUR 1,000,000 over the two latest completed financial years, at least an A credit rating, three qualifying company references and three qualifying references for the nominated responsible site manager. A mandatory site inspection must have been attended on 1 or 2 October 2026.
