Technical assistance to monitor and supervise track-switch modification works at Atocha station

Summary

The contract is for technical assistance and consultancy to support Adif in controlling and supervising construction works to modify railway points at the Recoletos end of Atocha commuter station. The work includes reviewing and checking the construction project; monitoring preparatory, construction, installation and post-construction activities; and checking compliance with quality, environmental and safety requirements. The contractor may also need to prepare project amendments and final documents and monitor the application of risk assessment and safety procedures. The initial term is six months, with the possibility of two extensions of two months each. The estimated contract price is EUR 295,874.71 excluding VAT, or EUR 358,008.40 including VAT; the estimated total value including extensions is EUR 493,912.99 excluding VAT. This is an open procedure with no division into lots. Offers are evaluated on quality and price: price is worth 49 points, qualitative criteria 49 points, and additional team experience 2 points. A minimum of 25 points must be obtained for the qualitative criteria. To participate, bidders must demonstrate the required turnover and comparable experience and provide a team with the specified qualifications and experience. The offer must also include a work programme, quality and environmental plans, and an information-management methodology.
