Construction and maintenance of the GSM-R mobile communications system on Madrid C5 line, Humanes–Móstoles section

Summary

The contract covers the construction and installation of a GSM-R mobile communications network along approximately 52 km of Madrid commuter line C5 between Humanes and Móstoles, and its integration with shared systems on other lines. It includes the works and subsequent maintenance: the works phase lasts 36 months and the maintenance phase 48 months, for a total contract duration of 84 months. The estimated contract value is EUR 9,305,591.18 excluding VAT (EUR 11,259,765.33 including VAT). The procedure is open, the contract is not divided into lots, and qualitative criteria account for 49% of the evaluation while price accounts for 51%. The qualitative score threshold is 30 points overall, including at least 21 for the works phase and 9 for maintenance. Bidders must hold works contractor classification Group I, Subgroup 7, Category 4. They must provide the required experienced specialists for the works and maintenance phases, railway safety-authorised personnel, a BIM team, technical equipment and, where applicable, collaboration confirmation from the technology provider or its top-tier partner and evidence of GSM-R interoperability. The required technical and price offers must be submitted, together with evidence of personnel, equipment and technical compliance. The contract also includes environmental management, occupational safety and social performance conditions.
