Public Road Resurfacing and Marking Works 2026

Summary

The tender covers resurfacing and road-marking works on selected public road sections in Coslada in 2026, across a total area of 275,048.88 m². The contractor must repair road bases and depressions, mill 4 cm off the existing surface, lay and compact a new asphalt layer, and renew horizontal road markings. Associated works may include adjusting utility covers, repairing kerbs and short pavement sections, and installing additional vertical traffic signs. The estimated contract value is €4,132,228.30 excluding VAT; the budget including VAT is €4,999,996.24. The works must be completed within 36 weeks from the site-setting-out inspection record, and the warranty period is one year. Tenders are evaluated on price (65 points) and project improvements (35 points). The specified improvements include resurfacing and remarking additional streets, as well as repainting all horizontal markings on roads covered by the contract. The first seven improvements must be offered in sequence and as complete packages; a later improvement will not be scored unless all earlier ones are also offered. To participate, a tenderer must hold Group G, Subgroup 4, Category 5 works classification and the contractor must be registered in the Accredited Companies Register. The person responsible for the works must have the required university qualification and at least five years’ experience managing asphalt-mix laying works. The tender must include a signed European Single Procurement Document or required responsible declaration and a financial offer. Subcontracting is permitted up to 30% of the material execution budget; the tender must state the subcontracted work, its value, and the subcontractor’s name or business profile. Before work starts, the contractor must submit a health and safety plan, work programme, waste-management plan, quality-control and testing plan, and install permanent project signs. Construction waste must be sorted on site. The winner must provide evidence of the required liability and construction all-risks insurance and set up a definitive guarantee of 5% of the final contract price excluding VAT; an additional 5% guarantee is required if the offer is initially presumed abnormally low.
