Urban transport service in the Municipality of Erandio

Summary

The Municipality of Erandio is procuring four years of urban public transport services within the municipality, operating two routes in opposite directions between Martiartu Tower and Enekuri to connect neighbourhoods with the Altzaga and Astrabudua metro stations and public services. The contractor must run two buses: at least hourly on weekdays and Saturday mornings, and at least every two hours on Saturday afternoons, Sundays and public holidays. There is no service on 1 January or 25 December; the Saturday of Easter week follows the Sunday timetable. A replacement bus must be provided within 30 minutes of a breakdown. Buses must carry at least 32 passengers, be accessible, no longer than 8.5 metres, no more than five years old by the offer deadline, and zero- or low-emission vehicles powered by alternative fuels. The contractor must maintain the vehicles, provide ticket sales and Barik card validation, and operate a system to track vehicle locations, timetable deviations and passenger numbers. The service also includes up to 46 hours of special services annually. The contract requires the incoming contractor to take over the listed existing staff. The estimated value and maximum tender budget for four years is €3,159,491.97 excluding VAT. Evaluation covers price (up to 26 points), the age of the two main buses (up to 10), additional service hours (up to 10), gender-equality training (5), and the technical proposal (up to 49 points); the technical proposal must score at least 24.5 points.
