Creation of a B2-level Basque course and learning materials for the INGURA platform

Summary

HABE is seeking the creation of a B2-level Basque digital course for the INGURA platform, together with its learning content and audiovisual materials. The procurement is divided into two separate contracts. Lot 1 covers the course programme, content for 80 learning units and 16 review units, 80 instructional scripts, exercises, and preparation and publication of the materials on the platform. Lot 2 covers 80 infographics or explanatory videos, 16 narrative-linked situational videos, 32 video podcasts and 32 reading texts, including audiovisual production. The total estimated budget is €1,349,075.52 including 4% VAT: €1,115,200.32 for Lot 1 and €233,875.20 for Lot 2. Bidders may apply for one or both lots. Lot 1 must be completed and delivered by 31 October 2029; Lot 2 runs for 14 months from the start of contract performance. For each lot, the bid must not exceed that lot's maximum amount excluding VAT. Participation requires submission of the relevant technical test and financial offer, as well as meeting the lot-specific turnover, experience, education and language requirements. The technical test is worth 50 points and requires at least 35; price is worth 45 points, and proven C2-level Basque proficiency among assigned team members can earn up to 5 points. Contract performance is also subject to requirements concerning Basque-language use, equal treatment, social responsibility, wages, environmental protection and rights to use the resulting materials.
