Granollers City Council seeks a contractor for a one-year service, from 1 December 2026 to 30 November 2027, to supervise and provide concierge services at municipal sports facilities on weekends and public holidays, and to open and close school playgrounds on weekends, public holidays and school discretionary days. There is no planned extension and the contract is not divided into lots. At sports facilities, the contractor must provide a concierge whenever a facility is open, typically arriving 90 minutes before the first scheduled match or event. Duties include opening and securing premises, operating alarms and essential systems, assisting users and event organisers, monitoring appropriate use, managing keys and changing rooms, preparing and clearing sports areas and equipment, providing light cleaning, and reporting incidents and operational updates. Facilities include three municipal football grounds, the Club Bàsquet Granollers sports hall and, when required, other municipal sports sites. School playgrounds are to be open from 11:00 to 20:00 from April to September and from 10:30 to 17:30 from October to March; they are closed in August. The listed playgrounds are at six Granollers school sites. Staff from sports facilities may also open or close a school playground if it is less than 500 metres away. The estimated volume is 2,796 hours, requested according to actual needs; the City does not guarantee a minimum number of hours and pays only for hours delivered and evidenced. The maximum unit price is €17.42 per hour excluding VAT, for daytime and nighttime work alike. The maximum budget is €48,706.32 excluding VAT, plus €10,228.33 VAT, for a total of €58,934.65. Price is worth up to 90 points; relevant communication and conflict-resolution training for every assigned worker is worth up to 10 points. Training scores are 2.5 points for 1–5 hours, 5 points for 6–10 hours and 10 points for more than 10 hours. Bidders must declare that they meet the specified turnover and comparable-service experience thresholds, satisfy the required legal and compliance conditions, and submit one signed electronic tender with the price and cost breakdown and training offer. The successful bidder must provide adequate staffing, cover absences, appoint a coordinator and maintain a 24-hour emergency contact; hold civil liability insurance of at least €600,000 per claim and per year; and ensure staff who regularly contact minors have the required negative register certificate. The bidder must also meet the applicable labour, social-security, workplace-safety, environmental and other declaration requirements. The tender deadline is 27 October 2026 at 14:00.
