Installation and maintenance services for the wireless communications systems of the Port Authority of Huelva

Summary

The procurement covers installation, supply of associated materials and comprehensive maintenance of the Port Authority of Huelva’s wireless communications systems. The systems include the DMR radio network, radio links, VHF transmitters, a LoRaWAN network, outdoor Wi-Fi access points and AIS receivers. The contractor must initially inspect the systems and, within two months, provide an inventory, technical diagnosis and proposed remedies for any defects. It must then provide preventive maintenance at least every six months (monthly for software), corrective repairs and technical/legal maintenance. The work may also include engineering and installation of new equipment and its subsequent maintenance. Urgent failures require a round-the-clock telephone service and an emergency team that arrives on site or begins remote work within one hour. Normal working hours are 08:00–15:00 on working days, although the authority may require work at other times without an additional fee. The contractor must manage work through the authority’s maintenance software, submit monthly reports, provide the necessary staff and materials, maintain an operational base near the port, and comply with occupational safety and port-access coordination procedures. The contract runs for 36 months, with the option of two 12-month extensions. The tender budget is €325,248.77 including VAT; the estimated contract value including extensions is €448,644.88. Bids must be submitted electronically and include administrative documents, a technical proposal and a financial offer. Bidders must demonstrate financial and technical capacity, including annual turnover of at least €250,000 or professional liability insurance in the same amount, the required similar-project experience, and a technical manager with at least three years’ experience. Technical quality accounts for 70% of the evaluation and price for 30%; the technical proposal must score at least 60 points overall, including at least 30 points for the technical memorandum.
