Design and works management for stormwater drainage networks in Palmanova and Magaluf, Calvià

Summary

The tender covers the preparation of two designs and the management of the associated works to improve and expand stormwater drainage networks in the Palmanova and Magaluf areas of the municipality of Calvià. The design stage includes preliminary studies, such as topographical surveying and hydraulic modelling, and the preparation of basic and construction designs. The works stage includes construction management, technical supervision, and health and safety coordination. Design work must be completed within 8 months. The works-management stage covers preparation, construction carried out in separate seasons, completion and commissioning tests; the overall calendar period, including design and the interval for procuring the works, is approximately 41 months. The contract is not divided into lots. Its estimated value is €514,513.09; the budget ceiling is €428,760.91 excluding VAT and €518,800.70 including VAT. Bidders must demonstrate the required financial and technical capacity and assign qualified design and works leads, a hydraulic-modelling specialist, and a health and safety coordinator. Relevant engineering qualifications and at least five years’ experience are required for the specified roles; the modelling team must also demonstrate previous GISWATER–SWMM urban-drainage modelling and GISWATER implementation work. Experience must be evidenced by CVs, certificates of satisfactory performance and contracts. Before contract signature, the successful bidder must provide civil liability insurance with at least €500,000 cover and a definitive guarantee equal to 5% of the final tender price. Tenders are evaluated on the technical proposal (49 points), formula-based criteria (31 points) and price (20 points). Additional points are available for staff experience above the minimum, a free urban-realm reinstatement study, flood studies for T100, T500 and ZFP in Palmanova and Magaluf, and a site visit. The technical proposal is limited to 20 A4 pages. Tenders must be submitted electronically, within 30 calendar days of publication of the contract notice.
