Maintenance of building systems and lifts at Gipuzkoa offices

Summary

The procurement is divided into two lots. Lot 1 covers maintenance of equipment and systems at the Gipuzkoa social-security offices, including the main building and associated offices in Eibar and Tolosa and the Lezo warehouse. This includes electrical and mechanical installations, cooling equipment, fire-protection systems, pumps and valves. Lot 2 covers full-risk maintenance of the lifts in the San Sebastián building and the Lezo warehouse. The service runs for 12 months, from 1 February 2027 (or from a later contract-signing date) through 31 January 2028, with a possible 12-month extension. The total budget ceiling is €527,308.76 including VAT: €507,150.16 for Lot 1 and €20,158.60 for Lot 2. Bidders may submit an electronic tender for either or both lots and must demonstrate the required financial and technical capacity. For Lot 1, price accounts for 65 points and additional commitments for 35 points. These include arrangements for maintenance of automatic doors by the manufacturer’s official or authorised service provider, the emissions rating of the service vehicle, management standards, an energy audit and staff training. For Lot 2, price is the sole award criterion. The successful bidder must provide a final guarantee equal to 5% of the tender price excluding VAT.
