Technical support for atmospheric pollutant analysis and the study of tropospheric ozone precursors
Summary
The contract provides technical support for Madrid’s air-quality monitoring programme. The work covers measuring PM2.5 particulate mass and assessing the average exposure indicator, carbon analysis, sampling and analysis of volatile organic compounds, and calibration of ozone instruments. Each year, the contractor must analyse 360 PM2.5 samples at three reference locations, conduct 360 carbon analyses, and collect and analyse 100 volatile-organic-compound samples at 25 fixed stations in four campaigns. The contract also includes advice and training on quality management for the air-quality monitoring system, document control, and a review of one monitoring station in the third contract year. Each year, correction or equivalence factors for PM2.5 and PM10 automatic analysers must be determined against the reference method, including summer and winter campaigns, and two ozone transfer standards must be calibrated. The contract runs for three years, with an anticipated start date of 6 April 2027, and may be extended by up to two years. The estimated contract value is EUR 527,396.36 excluding VAT; the tender budget ceiling is EUR 331,250.64 including VAT. Bids are assessed on the technical plan, price, additional training and scientific publications. The technical section is worth up to 25 points; the price discount up to 35, additional training up to 30, and relevant scientific publications from the last five years up to 10 points. The bidder must perform the work directly or through consortium members; subcontracting is prohibited. Participation requires evidence of annual turnover of at least EUR 90,000 in the relevant field, the specified previous experience, ISO/IEC 17025 laboratory accreditation and the required measurement equipment.
