Construction of the underground metric-gauge railway section and associated works in Torrelavega

Summary

The contract covers works on ADIF’s metric-gauge Santander–Oviedo railway in Torrelavega, including the undergrounding of a roughly 2.1 km section, with 615 metres in tunnel. The works include the railway formation and track, power supply, and the tunnel’s safety and civil-protection facilities. They also include an underground car park beside the new station and a drainage system shared with the railway works. The new station’s architecture and the redevelopment of adjacent areas are excluded. The two projects are procured together as a single contract without lots. The works must be completed within 52 months. The tender budget is €107,923,089.69 excluding VAT (€130,586,938.52 including VAT); the estimated total contract value, including possible modifications, is €128,644,322.91 excluding VAT. To participate, bidders must provide the required railway-construction contractor classifications or, as an eligible EU/EEA bidder, demonstrate capacity; commit a suitably qualified and experienced team; and submit a technical bid and price. Quality is worth 49 points and price 51 points; bidders must score at least 30 points on quality. A 5% definitive guarantee is required, as are construction all-risks insurance of €3 million and civil-liability insurance of €2 million.
