Security and guarding services for the RENFE Group

Summary

The tender covers guarding and security services at RENFE Group railway facilities, workplaces and rolling stock throughout Spain. Lots 1–11 cover general guarding and security services; Lot 0 covers management, inspection, technical assistance and security support. The initial contract term is 12 months, with two possible additional 12-month extensions at RENFE’s option. The estimated total value of all lots is €297,227,490.50 excluding VAT. This is a restricted procedure: applicants first submit a request to participate, and the 12 highest-scoring eligible candidates will be invited to tender. Applicants must hold nationwide authorisation to provide private security services and meet the financial and technical capacity requirements. Turnover and experience thresholds depend on the lots applied for. No bidder may be awarded more than two lots overall, and may receive no more than one lot in each of the Madrid-centred geographical group and the Catalonia group. The winner of any Lot 1–11, and its affiliated companies, cannot be awarded Lot 0. Requests to participate must be submitted electronically through the public-sector procurement platform by the deadline stated in the contract notice. The stated tender deadline of 10 November 2026 at 12:00 is indicative and may change; the actual deadline will be communicated in the invitation to tender. No guarantee is required at the participation-request stage. Companies later invited to tender must provide one €70,000 tender guarantee. The successful bidder must provide a final guarantee of 5% of the maximum estimated contract value for the relevant lot. A further 5% guarantee may apply if the winning tender is initially considered abnormally low.
